Notice is hereby given
that a Regular Meeting of the City Council of the City of Lucas will be held on
Monday, June 5, 2006, at 7:00 PM at the Lucas City Annex, 185 Country Club
Road, Lucas, Texas, at which time the following Agenda will be discussed.

The Mayor and
City Council invites citizens to speak on any City business item. In accordance
with the Open Meetings Act, comments of public interest will be heard, but no
action may be taken by the City Council other than to refer the item to a
future agenda. Please complete and submit to the City Administrator a “Public
Meeting Appearance” sheet prior to the meeting.

OLD BUSINESS
Consent Agenda
The Consent
Agenda is used to increase the efficiency of time. All items listed under the
Consent Agenda may be considered by a single motion, second and passage by a
majority vote of the Council present at the time of consideration. Any member
of Council may remove an item from the Consent Agenda prior to a motion to act
upon the agenda.
3) Consider approving the minutes from
the May 15, 2006 City Council Workshop and May 22, 2006 Special Joint Meeting
of the City Council and Planning & Zoning Commission.
Public Hearing
The Public
Hearing agenda is provided for the purpose of allowing citizens to ask specific
questions regarding only the subject posted for the Public Hearing. Generally
the Public Hearing is required by State Law and a record of those attending the
Public Hearing is maintained as part of the official record of the proceedings.
4) Public Hearing and
Consideration/Discussion/Action of an Ordinance of the City of Lucas, Texas,
amending and codifying the Subdivision and Development
Ordinance of the City of Lucas,
heretofore amended, as Chapter 6 of the Code of
Ordinances; providing regulation
governing plats and subdivisions of land within
the corporate limits and
extraterritorial jurisdiction of the city; providing definitions; providing for
plat approval; providing a savings clause; providing a repealing clause;
providing a severability clause; proving for penalty of fine not to exceed the
sum of two thousand ($2,000,00) dollars for each offense; and providing an
effective date. [3rd Public Hearing, action requested]\
5) Public Hearing and
Consideration/Discussion/Action of an Ordinance of the City of Lucas, Texas,
amending Ordinance # 2004-12-00513 Comprehensive Plan to include the Water
Distribution System and Master Plan; providing a repealing clause; providing a
savings clause; providing a severability clause; and providing an effective
date. [3rd Public Hearing, action requested]
NEW BUSINESS
6) Swearing in of newly-elected Council
Members; Council Member Kathleen Peele, Council Member Tonda Frazier and
Council Member Debbie Fisher.
7) Council to Break for the Purpose of
Expressing Individual Appreciation to Past
Mayor Pro Tem Mike Marafine.

8) Consideration/Action on the
appointment of a Mayor Pro Tem.
9) Consideration/Action on assigning
the City Secretary as a signatory on the banking and financial records.
10) Consideration/Discussion/Action on
the disposition of the land where the White Water Tower was located.
11) Consideration/Discussion/Action
upon the adoption of a Resolution of the City of Lucas, Texas, for the purpose
of participating in the Collin County Parks and Open Space project funding
assistance program.
12) Consideration/Discussion/Action on
calling for the Planning & Zoning Commission to bring forth a proposed
Accessory Building Ordinance.
13) Consideration/Discussion/Action on
the letter of agreement between the City of Lucas and BW2 Engineering, Inc. for
Engineering and Surveying Services for
Stinson Road Water Line.
14) Consideration/Discussion/Action on
the approval of preliminary plat for the Red Group Development, on behalf of
property owners Sabrina B. Phung and Nicholas Q. Lee, for residential
development of the property described as +/-32.80 acres situated in the J.
Thompson Survey, Abstract number 893, Tract 42 (+/- 25.47 acres) and Tract 21
(+/- 7.20 acres) in Collin Country, Texas. Generally located at the northeast
intersection of Shady Lane and Snider Lane. [Cameron Estates, approved by Planning & Zoning
at the May 8th P&Z
Meeting.]
Executive
Session
The City Council may
convene in Executive Session in accordance with the Local Government Code.
All decisions regarding the discussion
of the Executive Session must be made in Open Session.
15) City Council pursuant to §551.074
and §551.071 of the Texas Government Code may convene into Executive Session
for the discussion of City Secretary position.
16) City Council pursuant to §551.074
and §551.071 of the Texas Government Code may convene into Executive Session
for the discussion of City Administrator, Charles Fenner.
17) City Council pursuant to §551.074
and §551.071 of the Texas Government Code may convene into Executive Session
for the discussion of DFWAir demand letter.

Section 551.071 (2) of the Local Government Code, the City Council may
convene into
closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney regarding any item on the agenda at any time during the
meeting.
