NOTICE is hereby given that the Regular Meeting of the Planning & Zoning Commission of the City of Lucas will be held on Monday, September 11 2006, at 7:00 p.m. at the Lucas City Annex, 185 Country Club Road, Lucas, Texas, at which time the following Agenda will be discussed.

The Planning &
Zoning Commission invites citizens to speak on any City business item. In
accordance with the Open Meetings Act, comments of public interest will be
heard, but no action may be taken by the Planning & Zoning other than to
refer the item to a future agenda. Please complete and submit to the City
Administrator a “Public Meeting Appearance” sheet prior to the meeting.

Comments
Public Hearings The Public Hearing
agenda is provided for the purpose of allowing citizens to ask specific
questions regarding only the subject posted for the Public Hearing. Generally
the Public Hearing is required by State Law and a record of those attending the
Public Hearing is maintained as part of the official record of the proceedings.

Hearing/Consideration/Discussion/Action to consider an application request for
a Special Use Permit for 18.493± acres located at 1415 Stinson Road. Applicant
Sandra Sitaraman is requesting the SUP for use of charitable events such as
school picnics, hospital charitable events, and corporate events.
3) Public
Hearing/Consideration/Discussion/Action, to consider an application request for a Special Use Permit for
1.5035 ± acres situated in the J. Snyder Survey Abstract No. 824, Tract 53 in
Collin County Texas. Applicant Carol Barratt is requesting the approval of the
Special Use Permit for the operation of a preschool. The property is generally
located at 695 Country Club Road. The current zoning is residential 2 acre (R2)
Lots.
4) Public
Hearing/Consideration/Discussion/Action to consider an application request for
a replat of lot 6 of the Chandler Addition consisting of 10.8 ± acres situated
in the P.E. Lucas Survey, Abstract NO. 537 and the Benjiman Sparks Survey,
Abstract NO. 813 City of Lucas, Collin County Texas. Applicant Stephanie Keelen
is requesting the approval of the replat with an approved variance for lot
width. The property is generally located at 1005 Wendy Lane.
5) Public
Hearing/Consideration/Discussion/Action on an ordinance of the City of Lucas,
Collin County, Texas amending the Comprehensive Zoning Ordinance, Chapter 9 of
Code of Ordinances, by adding Article 15.5 “ACCESSORY BUILDINGS, STRUCTURES AND
USE REGULATIONS”, Sections 9-130 through 9-135, providing regulations for
accessory buildings, structures and uses in all zoning districts; by amending
various sections of Chapter 9, to wit: Section 9-30, Section 9-35, Section
9-38, Section 9-42, Section 9-43, Section9-52, Section 9-53, Section 9-61,
Section 9-70, Section 9-80, Section 9-95, Section 9-101, AND Section 9-121 by
adding provisions for accessory buildings, structures and uses and/or by
amending to comply with Article 15.5 and/or by deleting and reserving for
future use; Repealing provisions in conflict; providing a severability clause;
providing for a penalty not to exceed two thousand dollars ($2,000.00) for each
offense; and providing an effective date.
6) Public
Hearing/Consideration/Discussion/Action to consider an application request for
a Site Plan consisting of 22.898 ± acres situated in the William Snider Survey
Abstract Number 821 Collin County Texas. The applicant Stephen Preston of
Sterling CentreCorp Management Services is making application for approval of a
Site Plan. The Property is generally located at the NE Corner of FM 2551 and
Lucas RD.
Regular Action Agenda
The Action Items are
intended to provide the Commission the opportunity to discuss the issue at hand
and ask questions of the applicant. Generally, the public is not to comment
during this time; however, the Chairperson may make an exception.
7) Consideration/Discussion/Action on the approval of the minutes
from the August 14, 2006 Planning & Zoning Meeting.
8) Consideration/Discussion/Action on
swimming pools and fence ordinances.

9) Discussion of items to be placed on
future agendas.
10) Adjournment.
As authorized by Section
551.071 (2) of the Local Government Code, the Planning and Zoning Commission
may convene into closed Executive Session for the purpose of seeking
confidential legal advice from the City Attorney regarding any item on the
agenda at any time during the meeting.
