NOTICE is hereby given that the Regular Meeting of the Planning & Zoning Commission of the City of Lucas will be held on Thursday November 9, at 7:00 p.m. at the Lucas City Annex, 185 Country Club Road, Lucas, Texas, at which time the following Agenda will be discussed.

The Planning & Zoning Commission invites citizens to speak on any City business item. In accordance with the Open Meetings Act, comments of public interest will be heard, but no action may be taken by the Planning & Zoning other than to refer the item to a future agenda. Please complete and submit to the City Administrator a “Public Meeting Appearance” sheet prior to the meeting.

Public Hearings

The Public Hearing agenda is provided for the purpose of allowing citizens to ask specific questions regarding only the subject posted for the Public Hearing. Generally the Public Hearing is required by State Law and a record of those attending the Public Hearing is maintained as part of the official record of the proceedings.

2) Public Hearing/Consideration/Discussion/Action on the proposed fence ordinance.

3) Public Hearing/Consideration/Discussion/Action of an application request for the zoning change of 31.917 ± acres located on Snider Lane approximately 900’ east of Shady Lane. The Property is described as Tracts 51 and 60 of Abstract number 477 and Tracts 27 and 44 of Abstract number 893 Collin County Texas. The applicant Louis Gigliotti is requesting a zoning change from the current zoning of Agriculture (AO) to Residential 2 acre (R2). [Monte Carlo Estates]


Regular Action Agenda

The Action Items are intended to provide the Commission the opportunity to discuss the issue at hand and ask questions of the applicant. Generally, the public is not to comment during this time; however, the Chairperson may make an exception.

4) Consideration/Discussion/Action to consider an application request for approval of Preliminary plat for 47.70± acres situated in the Gabe Fitzhugh Survey Abstract No. 318, and John Kirby Survey Abstract number 506, Collin County Texas. Applicant Byron McCollum of McCollum & Associates is requesting the approval of the preliminary plat. The property is generally located at 1295 W. Forest Grove Road. [The Creeks of Forest Grove]

5) Consideration/Discussion/Action on the approval of an Optional Land Study for 144.09 ± acres currently in the Extra Territorial Jurisdiction (ETJ) and 27 ± acres located in the City of Lucas approximately situated on Stinson road northwest of Parker road approximately 1180ft. Applicant George B. Gibson from Bighorn Development Corporation asks approval of the Optional Land Study. [Lucas Crossing]

6) Consideration/Discussion/Action for an application request from Wolf Creek Investors LP of Final Plat to the City of Lucas to subdivide the property described as 39.67± acres situated in the Gabriel Fitzhugh Survey, Abstract A0318, Tract 15 in Collin County Texas. Generally located east of FM 1378 (Country Club Road) on Forest Grove Road. [Wolfe Creek Phase II]

7) Consideration/Discussion/Action on Special Use Permits (SUP) in single family districts.

8) Consideration/Discussion/Action for the approval of the minutes from the September 11, 2006 Planning and Zoning meeting.

As authorized by Section 551.071 (2) of the Local Government Code, the Planning and Zoning Commission may convene into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney regarding any item on the agenda at any time during the meeting.
