The Planning & Zoning
Commission invites citizens to speak on any City business item. In accordance
with the Open Meetings Act, comments of public interest will be heard, but no
action may be taken by the Planning & Zoning other than to refer the item
to a future agenda. Please complete and submit to the City Administrator a
“Public Meeting Appearance” sheet prior to the meeting.
1) Citizen’s Comments.
The Public Hearing agenda is provided
for the purpose of allowing citizens to ask specific questions regarding only
the subject posted for the Public Hearing. Generally the Public Hearing is
required by State Law and a record of those attending the Public Hearing is
maintained as part of the official record of the proceedings.
2) Public
Hearing/Discuss and Consider a proposed ordinance of the City of Lucas, Texas,
amending the Code of Ordinances by amending Chapter 14, “ZONING,” by amending
Section 14.01.004 to add definitions; by amending Chapter 14 by adding Sections
14.03.355, 14.03.356, 14.03.357, 14.03.358; providing a severability clause,
and; providing for an effective date.
3) Public Hearing/Discuss and Consider an application request
for Zoning for 27.191± acres situated in the Gabe Fitzhugh Survey Abstract No.
318, in Collin County Texas. Applicant Shawn Bradley is requesting the zoning
change to Residential One Acre (R1) from the current zoning Agricultural (AO).

for Zoning for 25.01± acres situated in the Gabe Fitzhugh Survey Abstract No.
318, in a portion of Tract 21 in Collin County Texas. Applicant Byron McCollum
of McCollum & Associates is requesting the zoning change to Residential Two
Acre (R2) from the current zoning Agricultural (AO). The property is generally

Action Items are intended to provide the Commission the opportunity to discuss
the issue at hand and ask questions of the applicant. Generally, the public is
not to comment during this time; however, the Chairperson may make an
exception.
5) Discuss and Consider the approval
of the minutes from the Planning & Zoning Commission April 12, 2007 Regular
Meeting.
6) Discuss and Consider updates to the Commercial Business
and Planned Development zoning to provide for a definition of accessory use,
acceptable uses, outside display, parking spaces and allowable delivery hours.

Lucas’ Code of Ordinances relating to lighting to define security lighting,
offensive glare standards, provide for a curfew, and photometric plans for
non-residential.

As authorized by Section 551.071 (2) of the Local Government Code, the
Planning and Zoning Commission may convene into closed Executive Session for
the purpose of seeking confidential legal advice from the City Attorney
regarding any item on the agenda at any time during the meeting.
