that the Regular Meeting of the Planning & Zoning Commission of the City of

The Planning &
Zoning Commission invites citizens to speak on any City business item. In
accordance with the Open Meetings Act, comments of public interest will be
heard, but no action may be taken by the Planning & Zoning other than to
refer the item to a future agenda. Please complete and submit to the City Administrator
a “Public Meeting Appearance” sheet prior to the meeting.
1) Citizen’s Comments.
Public Hearings
The Public Hearing
agenda is provided for the purpose of allowing citizens to ask specific questions
regarding only the subject posted for the Public Hearing. Generally the Public
Hearing is required by State Law and a record of those attending the Public
Hearing is maintained as part of the official record of the proceedings.
2) Public Hearing/Discuss and Consider to
consider an Ordinance of the City of
include the Waste Water Master Plan; providing a
repealing clause; providing a
savings clause; providing a severability clause;
and providing an effective date.
3) Public Hearing/Discuss and Consider an
application request by the First
Methodist Church of Lucas for a Special
Use Permit (SUP) for the operation of
a non-profit Christian preschool. The
preschool will operate during the hours of
9:15 a.m. and 1:45 p.m. Classes will take
place in the church and the
education building. The program is set to follow
the Lovejoy Independent
4) Public
Hearing/Discuss and Consider an application by Mr. Todd Downing of
Downing Custom Homes requesting a change
in the current zoning of
agricultural (AO) to residential 2 acre (R-2) of the
14.829± acre property
generally located on

application request by Mark Hickman
of Hickman Consulting Engineers, Inc., to
change the current zoning of
agricultural (AO) to residential 1.5 acre (R-1.5) of

Regular Action Agenda
The Action Items are
intended to provide the Commission the opportunity to discuss the issue at hand
and ask questions of the applicant. Generally, the public is not to comment
during this time; however, the Chairperson may make an exception.
6) Discuss and Consider
the approval of the minutes from the February 8, 2007
Planning & Zoning
Commission Meeting.
7) Discuss and Consider the City of
landscaping to require minimum landscaping
requirements for non-residential
districts or uses, for minimum lot coverage, xeriscape and green space and
hardscape standards in the front and side yards,
plant materials, irrigated and
berming or earthenworks.
8) Discuss and Consider
a proposed amendment to the City of
Ordinances relating to lighting to define
security lighting, offensive glare
standards, provide for a curfew, and photomatic plans for non-residential.

9) Discussion of items to be placed on
future agendas.
10) Adjournment.
As authorized by Section
551.071 (2) of the Local Government Code, the Planning and Zoning Commission
may convene into closed Executive Session for the purpose of seeking
confidential legal advice from the City Attorney regarding any item on the
agenda at any time during the meeting.
