NOTICE is hereby given that the Regular Meeting of the Planning & Zoning Commission of the City of Lucas will be held on Thursday, June 14, 2007, at 7:00 p.m. at the Lucas City Annex, 185 Country Club Road, Lucas, Texas, at which time the following Agenda will be discussed.

Citizen Input

The Planning & Zoning Commission invites citizens to speak on any City business item. In accordance with the Open Meetings Act, comments of public interest will be heard, but no action may be taken by the Planning & Zoning other than to refer the item to a future agenda. Please complete and submit to the City Administrator a “Public Meeting Appearance” sheet prior to the meeting.

 

1) Citizen’s Comments.

Public Hearings

The Public Hearing agenda is provided for the purpose of allowing citizens to ask specific questions regarding only the subject posted for the Public Hearing. Generally the Public Hearing is required by State Law and a record of those attending the Public Hearing is maintained as part of the official record of the proceedings.

 

2) Public Hearing/Discuss and Consider an Ordinance of the City of Lucas’ ,

Texas, Amending the Code of Ordinances by amending Chapter 14, “Zoning”,

by amending Sections 14.04.211 Prohibition Against Exploration and

Production in Residential, Commercial, and Village Center Districts, by

amending Subsection (a) by adding Number (9) to provide for “AO”

Agricultural District, and Number (10) to provide for “OS” Open Space

Districts; by amending Subsection (b) by repealing the “AO” Agricultural

Districts and the “OS” Open Space Districts; providing a severability clause,

and; providing for an effective date.

 

3) Public Hearing/Discuss and Consider an Ordinance of the City of Lucas

amending the Code of Ordinance by amending Chapter 10, “Subdivisions”,

Article 10.03 amending Section 10.03.005 “Definitions” by adding a definition

for “PLAN FOR DEVELOPMENT”; providing a repealing clause; providing a

severability clause, and; providing for an effective date.

 

4) Public Hearing/Discuss and Consider an application request for a Special Use

Permit for 6.88+ acres located at 2005 Estates Pkwy. Applicant Grace

Evangelical Free Church is requesting the SUP for expanded use of their

Church grounds to include a school, gym, an expanded sanctuary and

administration offices. [Grace Evangelical Free Church]

 

5) Public Hearing/Discuss and Consider an ordinance of the City of Lucas

amending the Code of Ordinances relating to landscaping to require minimum

landscaping requirements for non-residential districts or uses, for minimum lot

coverage, xeriscape and green space and hardscape standards in the front

and side yards, plant materials, irrigated and berming or earthenworks. [This

item is postponed until July meeting, Public Hearing will be renoticed.]

 

6) Public Hearing/Discuss and Consider an ordinance of the City of Lucas

amending the Code of Ordinances Chapter 14 “Zoning”, by amending Division

7, “Lighting”, by repealing Sections 14.04.253 and 14.04.254 and replacing

with new Sections 14.04.253 and 14.04.254 to provide for general provisions

relating to lighting and exemption; by amending Section 14.04.256, “Site Plan

Standards”, to provide for a photo metric light plan; providing a savings clause;

providing a severability clause, and; providing for an effective date.

 

7) Public Hearing/Discuss and Consider an ordinance of the City of Lucas

amending the Code of Ordinances Chapter 3 “Building Regulations”, repealing

Article 3.16 “Signs”, in its entirety and replacing with a new Article 3.16 to

provide new sign regulations; providing a repealing clause; providing a

severability clause; and providing an effective date.

 

Regular Action Agenda

The Action Items are intended to provide the Commission the opportunity to discuss the issue at hand and ask questions of the applicant. Generally, the public is not to comment during this time; however, the Chairperson may make an exception.

 

8) Discuss and Consider the approval of the minutes from the Planning & Zoning

Commission May 10, 2007 Regular Meeting.

 

9) Discuss and Consider the approval of the preliminary plat for applicant Byron

McCollum of McCollum & Associates for a residential development consisting

of 25.01± acres situated in the Gabe Fitzhugh Survey Abstract No. 318, in

Collin County, Texas generally located at 1295 W. Forest Grove Road. [The

Creeks of Forest Grove]

 

10) Discuss and Consider the approval of the preliminary plat for applicant

Claremont Springs II, LTD to include sidewalk and access variances for

Claremont Springs Phase II situated in the J. Snider Survey, Abstract No. 824,

in Collin County, Texas. [Claremont Springs Phase II]

 

11) Discuss and Consider the approval of the preliminary plat for applicant Shawn Bradley for a residential development consisting of 27.191± acres situated in the Gabe Fitzhugh Survey Abstract No. 318, in Collin County, Texas generally located at 1390 W. Forest Grove Road. [Bradley Tract]

 

12) Discuss and Consider updates to the Commercial Business and Planned

Development zoning to provide for a definition of accessory use, acceptable

uses, outside display, parking spaces and allowable delivery hours.

 

13) Discuss and Consider minimum residential zoning districts of two (2) acres and the establishment of residential zoning districts greater than two (2) acres.

14) Discussion of items to be placed on future agendas.

 

15) Adjournment.

 

As authorized by Section 551.071 (2) of the Local Government Code, the Planning and Zoning Commission may convene into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney regarding any item on the agenda at any time during the meeting.
