NOTICE is hereby given that the Regular Meeting of the Planning & Zoning Commission of the City of Lucas will be held on Thursday, July 12, 2007, at 7:00 p.m. at the Lucas City Annex, 185 Country Club Road, Lucas, Texas, at which time the following Agenda will be discussed.

Citizen Input

The Planning & Zoning Commission invites citizens to speak on any City business item. In accordance with the Open Meetings Act, comments of public interest will be heard, but no action may be taken by the Planning & Zoning other than to refer the item to a future agenda. Please complete and submit to the City Administrator a “Public Meeting Appearance” sheet prior to the meeting.

 

1) Citizen’s Comments.

 

Public Hearings

The Public Hearing agenda is provided for the purpose of allowing citizens to ask specific questions regarding only the subject posted for the Public Hearing. Generally the Public Hearing is required by State Law and a record of those attending the Public Hearing is maintained as part of the official record of the proceedings.

 

2) Public Hearing/Discuss and Consider an ordinance of the City of Lucas

amending the Code of Ordinances relating to landscaping to require minimum

landscaping requirements for non-residential districts or uses, for minimum lot

coverage, xeriscape and green space and hardscape standards in the front

and side yards, plant materials, irrigated and berming or earthenworks. [This

item was postponed last month to be heard at the July meeting, Public

Hearing was re-noticed.]

 

Regular Action Agenda

The Action Items are intended to provide the Commission the opportunity to discuss the issue at hand and ask questions of the applicant. Generally, the public is not to comment during this time; however, the Chairperson may make an exception.

 

3) Discuss and Consider the appointment of a Vice-Chair.

 

4) Discuss and Consider the approval of the minutes from the Planning & Zoning

Commission June 14, 2007 Regular Meeting.

 

5) Discuss and Consider the approval of the preliminary plat for applicant

Rockland Farms for a residential development consisting of 75.53 ± acres

situated in the James Lovelady Survey, Abstract No. 538 in Collin County,

Texas generally known as Rockland Farms Phase II.

 

6) Discuss and Consider the approval of the preliminary plat for applicant Stinson

Road Crossing LTD for a residential development consisting of 43.70 ± acres

situated in the James Lovelady Survey, Abstract No. 538 in Collin County,

Texas generally known as Rockland Farms Phase III.

 

7) Discuss and Consider conducting two meetings per month rather than one

marathon meeting. [Buickerood]

 

8) Discuss and Consider the look and feel of the City of Lucas. [Essary]

 

9) Discuss and Consider fountains being placed in area ponds for aeration.

10) Discuss and Consider a proposed incentive for builders to create larger lots

and more shade trees. [Essary]

 

11) Discuss and Consider irrigation standards for the City of Lucas. [Essary]

As authorized by Section 551.071 (2) of the Local Government Code, the Planning and Zoning Commission may convene into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney regarding any item on the agenda at any time during the meeting.
