Home Rule Charter Commission Meeting

Notice is hereby given that a Regular Meeting of the Home Rule Charter Commission of the City of Lucas will be held on Monday, December 10, 2007, at 7:00 PM at the Lucas City Annex, 185 Country Club Road, Lucas, Texas, at which time the following Agenda will be discussed.

The Home Rule Charter Commission invites citizens to speak on any item. In accordance with the Open Meetings Act, comments of public interest will be heard, but no action may be taken by the Home Rule Charter Commission other than to refer the item to a future agenda. Please complete and submit to the Chairperson a “Public Meeting Appearance” sheet prior to the meeting.

3) Discuss and Consider the proposed Home Rule Charter, Article VI, Financial; Section 6.01 Audit and Examination of City Books and Accounts; 6.02 Budget; 6.03 Taxes and Taxation; 6.04 Designation of Depository for City funds; and other Sections of the Charter as deemed necessary.

 

4) Discuss and Consider the proposed Home Rule Charter, Article IX, Legislation by Initiative and Referendum; Section 9.01 Initiative; Section 9.02 Referendum; Section 9.03 City Council to Repeal or Submit Referendum Ordinance to Election; Section 9.04 Publication of Ordinances; and other Sections of the Charter as deemed necessary.

 

5) Discuss and Consider the proposed Home Rule Charter, Article X Franchises; Section 10.01 Ordinance Granting Franchise; Section 10.02 Right of Regulation; Section 10.03 Regulation of Rates; Section 10.04 Transfer of Franchise; Section 10.05 Franchise Value Not to be Allowed

6) Discuss and Consider the proposed Home Rule Charter, Article XI Legal Provisions; Section 11.01 Notice of Claim; Section 11.02 Service of Process Against the City; Section 11.03 Nepotism; Section 11.04 Construction of Terms; Section 11.05 Charter Deemed Public Act; Section 11.06 Severability of Portions of Charter; and other Sections of the Charter as deemed necessary.

 

7) Discuss and Consider the proposed Home Rule Charter, Article XII Adoption of Charter; Section 12.01 Procedure; Section 12.02 Amendment of Charter; 12.03 Charter Review Commission; all Exhibits to be attached to Charter; and all other Sections of the Charter as may be deemed necessary.

 

8) Discuss and Consider the proposed Home Rule Charter, Article 2, Section 2.04(6) Operations of Public Services or Utilities by City with regard to any revisions needed based on decisions made on any other Article listed above; and other Sections of the Charter as deemed necessary.
