Notice is hereby given that a Regular Meeting of the City Council of the City of Lucas will be held on Thursday, June 7, 2007, at 7:00 PM at the Lucas City Annex, 185 Country Club Road, Lucas, Texas, at which time the following Agenda will be discussed.

1) Newly elected officials will take the Statement of Elected Officer and Oath of Office. [Wingo]

 

2) Discuss and Consider the election of the Mayor Pro Tem. [Wingo]

There will be a 15 minutes break for refreshments.

 

Citizen Input

The Mayor and City Council invites citizens to speak on any City business item. In accordance with the Open Meetings Act, comments of public interest will be heard, but no action may be taken by the City Council other than to refer the item to a future agenda. Please complete and submit to the City Administrator a “Public Meeting Appearance” sheet prior to the meeting.

Public Hearings

The Public Hearing agenda is provided for the purpose of allowing citizens to ask specific questions regarding only the subject posted for the Public Hearing. Generally the Public Hearing is required by State Law and a record of those attending the Public Hearing is maintained as part of the official record of the proceedings.

 

5) Public Hearing/Discuss and Consider an ordinance of the City of Lucas, Texas, amending the Code of Ordinances by amending Chapter 14, “ZONING,” by amending Section 14.01.004 to add definitions for Major Retail Development, Retail Sales Establishment, and Shopping Centers; by amending Chapter 14 by amending Sections 14.03.292 and 14.03.352 to provide for Major Retail Development with a Specific Use Permit and by adding Sections 14.03.355, 14.03.356, AND 14.03.357 to provide Property Development Standards for Major Retail Developments, providing Economic and Traffic Studies and providing for Abandoned Building Surety Bonds; providing a severability clause, and; providing for an effective date.

 

6) Public Hearing/Discuss and Consider an application request for Zoning for 27.191± acres situated in the Gabe Fitzhugh Survey Abstract No. 318, in Collin County Texas. Applicant Shawn Bradley is requesting the zoning change to Residential One Acre (R1) from the current zoning Agricultural (AO). The property is generally located at 1390 W. Forest Grove Road. [Bradley]

 

7) Public Hearing/Discuss and Consider an application request for Zoning for 25.01± acres situated in the Gabe Fitzhugh Survey Abstract No. 318, in a portion of Tract 21 in Collin County Texas. Applicant Byron McCollum of McCollum & Associates is requesting the zoning change to Residential Two Acre (R2) from the current zoning Agricultural (AO). The property is generally located at 1295 W. Forest Grove Road. [McCollum]

8) Discuss and Consider the approval of the minutes from the May 3, 2007 Special Workshop Meeting, the May 3, 2007 Regular City Council Meeting and the May 17, 2007 Workshop City Council Meeting.

 

9) Discuss and Consider the approval of a Resolution for the changing of authorized signatures for American National Bank.

 

10) Discuss and Consider the approval of a Resolution for the changing of authorized representatives for Local Government Investment Cooperative (LOGIC).

 

11) Discuss and Consider the approval of a Resolution for the changing of authorized agents for Lone Star Investment Pool.

 

12) Discuss and Consider the approval of a resolution by the City Council of the City of Lucas, Texas authorizing and approving publication of Notice of Intention to issue certificates of obligations; complying with the requirements contained in Securities and Exchange Commission Rule 15c2-12; and providing an effective date.

 

13) Discuss and Consider the approval of a resolution of the City of Lucas, Collin County, Texas establishing a policy governing investment of the City Funds. [Fenner]

15) Discuss and Consider the appointments of Council liaisons for the boards and committees.

 

16) Discuss and Consider a discussion of a proposed amendment to the City of Lucas’ Code of Ordinance, Chapter 1 “General Provisions”, Article 1.05 Boards, Commissions and Committees.

 

17) Discuss and Consider setting a date for a Special Pre-Budget Goals & Objectives Meeting.

 

18) Discuss and Consider the approval of the changes to the Policy & Procedure Manual for the City of Lucas.

 

19) Discuss and Consider an amendment to Ordinance # 2005-12-00542 of the City of Lucas’ Code of Ordinances by amending, Chapter 1, General Provisions; Division 3, City Secretary; providing a repealing clause; providing a severability clause; and providing an effective date.

 

Executive Session

The City Council may convene in Executive Session in accordance with the Local Government Code. All decisions regarding the discussion of the Executive Session must be made in Open Session.

20) City Council pursuant to §551.072 of the Texas Local Government Code may convene into Executive Session regarding the purchase, lease, and sale of property.

21) City Council pursuant to §551.071 of the Texas Local Government Code may convene into Executive Session regarding the litigation between Buzznet, Inc. and the City of Lucas and lease by and between Buzznet, Inc. and the City of Lucas.

22) Take any action as necessary from the Executive Session.

 

23) Discuss and Consider items to be placed on a future agenda.

 

24) Adjournment

 

As authorized by Section 551.071 (2) of the Local Government Code, the City Council may convene into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney regarding any item on the agenda at any time during the meeting.
