The
Mayor and City Council invites citizens to speak on any City business item. In
accordance with the Open Meetings Act, comments of public interest will be
heard, but no action may be taken by the City Council other than to refer the
item to a future agenda. Please complete and submit to the City Administrator a
“Public Meeting Appearance” sheet prior to the meeting.

Consent Agenda
The
Consent Agenda is used to increase the efficiency of time. All items listed
under the Consent Agenda may be considered by a single motion, second and
passage by a majority vote of the Council present at the time of consideration.
Any member of Council may remove an item from the Consent Agenda prior to a
motion to act upon the agenda.
3) Approve the minutes from the January 22, 2007
Town Hall Meeting.

4) Discuss and Consider making an appointment to fill the vacancy left by
the resignation of CM Tonda Frazier. The remaining
one (1) year of CM Frazier’s term to be placed on the next available election.
5) Discuss and
Consider adoption of a resolution of the City of Lucas, Texas calling for a
General (Regular) Election to be held on the 12th
of May 2007, for the purpose of electing two (2) City Councilmembers
at-large; one (1) Mayor; and calling for a Special Election to fill the vacancy
of the one (1) City Councilmember’s remaining term of one (1) year; by the
qualified voters of the City of Lucas; for notice of said election; providing
for the appointment of a Deputy Early Voting Clerk; providing for early voting;
establishing regular business hours of the City Secretary’s Office; and
providing an effective date.
6) Discuss and Consider a proposed ordinance limiting the distance sex
offenders can live from a school, daycares, churches, parks or any area that
children may gather.
7) Discuss and
Consider the adoption of an ordinance of the City of Lucas, Collin County,
Texas amending the Code of Ordinances by amending Chapter 13, Article 13.06,
Solid Waste, Section 13.06.034, by adding a new Subsection (d) to provide for
roll-off containers being utilized for agricultural use and renumbering
accordingly; repealing provisions in conflict; providing a severability clause;
providing for a penalty not to exceed five hundred dollars ($500.00) for each
offense; and providing an effective date.

Consider a Development Agreement between the City of

Consider calling for a Public Hearing regarding a proposed ordinance of the
City of Lucas, Collin County, Texas, amending Ordinance # 2004-12-00513
Comprehensive Plan to include the WASTE WATER MASTER PLAN; providing a
repealing clause; providing a savings clause; providing a severability clause;
and providing an effective date.
10) Discuss and
Consider Council’s goal, objectives and direction for the Parks & Open
Space Board.
Executive Session
The City Council may convene in
Executive Session in accordance with the Local Government Code. All decisions
regarding the discussion of the Executive Session must be made in Open Session.
11) City Council
pursuant to §551.072 of the Texas Government Code may convene into Executive
Session regarding the purchase, lease, and sale of property.
12) City Council
pursuant to §551.071 of the Texas Government Code may convene
into Executive Session regarding the litigation between Buzznet,
Inc. and the City of

13) Take any
action as necessary from the Executive Session.

14) Discuss and
Consider items to be placed on a future agenda.
15) Adjournment.
As authorized by Section 551.071 (2) of the Local Government
Code, the City Council may convene into closed Executive Session for the
purpose of seeking confidential legal advice from the City Attorney regarding
any item on the agenda at any time during the meeting.
