The Mayor and City Council invite citizens to speak on any City
business item. In accordance with the Open Meetings Act, comments of public
interest will be heard, but no action may be taken by the City Council other
than to refer the item to a future agenda. Please complete and submit to the
City Administrator a “Public Meeting Appearance” sheet prior to the meeting.

Public Hearings
The Public Hearing agenda is provided for the purpose of allowing
citizens to ask specific questions regarding only the subject posted for the
Public Hearing. Generally the Public Hearing is required by State Law and a
record of those attending the Public Hearing is maintained as part of the
official record of the proceedings.
3) Public Hearing/Discuss and Consider an
ordinance of the City of Lucas amending the Code of Ordinances relating to landscaping
to require minimum landscaping requirements for non-residential districts or
uses, for minimum lot coverage, xeriscape and green
space and hardscape standards in the front and side
yards, plant materials, irrigated and berming or earthenworks.
Consent Agenda
Items placed on the Consent Agenda are considered routine in
nature and are considered non-controversial. The Consent Agenda can be acted
upon in one motion. A majority vote of the Council is required to remove any
item for discussion and separate action. Council members may vote on any single
item without comment and may submit written comments as part of the official
record.

b) Consent and approve an ordinance of
the City of
Code of Ordinances Chapter 14 “Zoning”,
by amending Division 7,
“Lighting”, by repealing Sections
14.04.253 and 14.04.254 and replacing
with new Sections 14.04.253 and 14.04.254 to
provide for general
provisions relating to lighting and exemption; by
amending Section
14.04.256, “Site Plan
Standards”, to provide for a photo metric light plan.
c) Consent and approve an ordinance of
the City of
Code of Ordinances Chapter 3 “Building
Regulations”, repealing Article
3.16 “Signs”, in its entirety and
replacing with a new Article 3.16 to provide
new sign regulations.
d) Consent and approve an amendment to
the City of
Ordinance, Chapter 1 “General Provisions”,
Article 1.05 Boards,
Commissions and Committees to provide
that all members of any Board,
Commission or Committee shall be
appointed in June of each year.
e) Consent and approve an ordinance
amending the City of
Ordinances by amending
Division 2. Planning
& Zoning Commission,
Section 1.05.032, Composition;
appointment and term of members by
repealing paragraph (b).
Regular Agenda
5) Discuss and Consider
the purchase of Allen water tank or the award of contract for the construction
of one (1) seven hundred fifty gallons (750K) water ground storage tank and
pump upgrades for the North Pump Station.
6) Discuss and Consider
the approval of the preliminary plat for applicant Rockland Farms for a
residential development consisting of 75.53 ± acres situated in the James
Lovelady Survey, Abstract No. 538 in Collin County, Texas generally known as
Rockland Farms Phase II.
7) Discuss and Consider
the approval of the preliminary plat for applicant Stinson
Road Crossing LTD for a residential
development consisting of 43.70 ± acres
situated in the James Lovelady Survey, Abstract
No. 538 in Collin County, Texas
generally known as Rockland Farms Phase III.
8) Discuss and Consider
the award of bid for the sale of White Rock Trail property.
9) Discuss and Consider
the appointment of individuals to serve on the Home Rule Charter Commission.
10) Discuss and Consider
the approval of a resolution adopting changes to the Policy & Procedure
Manual for the City of
Executive Session
The City Council may convene in Executive Session in accordance
with the Texas Government Code. All decisions regarding the discussion of the
Executive Session must be made in Open Session.
11) City Council pursuant to §551.074 of
the Texas Government Code may convene into Executive Session regarding the
interview process for the hiring of a
Regular Agenda
12) Take any action as necessary from the
Executive Session.
13) Discuss and Consider items to be
placed on a future agenda.
14) Adjournment
As authorized by Section
551.071 (2) of the
convene into closed Executive
Session for the purpose of seeking confidential legal advice from the City
Attorney regarding any item on the agenda at any time during the meeting.
