Notice is hereby given that a Regular Meeting of the City Council of the City of Lucas will be held on Thursday, April 5, 2007, at 7:00 PM at the Lucas City Annex, 185 Country Club Road, Lucas, Texas, at which time the following Agenda will be discussed.

Citizen Input

The Mayor and City Council invites citizens to speak on any City business item. In accordance with the Open Meetings Act, comments of public interest will be heard, but no action may be taken by the City Council other than to refer the item to a future agenda. Please complete and submit to the City Administrator a “Public Meeting Appearance” sheet prior to the meeting.

Public Hearings

The Public Hearing agenda is provided for the purpose of allowing citizens to ask specific questions regarding only the subject posted for the Public Hearing. Generally the Public Hearing is required by State Law and a record of those attending the Public Hearing is maintained as part of the official record of the proceedings.

 

3) Public Hearing/Discuss and Consider to consider an Ordinance of the City of

Lucas, Texas, amending Ordinance # 2004-12-00513 Comprehensive Plan to

include the Waste Water Master Plan; providing a repealing clause; providing a

savings clause; providing a severability clause; and providing an effective date.

 

4) Public Hearing/Discuss and Consider an application request by the First Methodist Church of Lucas for a Special Use Permit (SUP) for the operation of a non-profit Christian preschool. The preschool will operate during the hours of 9:15 a.m. and 1:45 p.m. Classes will take place in the church and the education building. The program is set to follow the Lovejoy Independent School District calendar.

 

5) Public Hearing/Discuss and Consider an application request by Mark Hickman of Hickman Consulting Engineers, Inc., to change the current zoning of agricultural (AO) to residential 1.5 acre (R-1.5) of the property generally located on Stinson Road approximately 5400 feet north of FM 2514. [White Dove Estates]

 

6) Public Hearing/Discuss and Consider to consider an application by Mr. Stephen Preston of Sterling Centercorp Management Services requesting a change in the current zoning of Commercial Business (CB) to Planned Development (PD) of the 22.898± acres property generally located at the north east corner of FM 2551 and West Lucas Road. [Lucas Town Crossing].

 

7) Public Hearing/Discuss and Consider to consider an application by Mr. Robert O. Crumpton requesting a change in the current zoning of Commercial Business (CB) to Planned Development (PD) of the 5.552± acres property generally located at the north east corner of FM 2551 and West Lucas Road. [Lucas Town Crossing]

 

8) Public Hearing/Discuss and Consider to consider an application by Mr. David A. Scott requesting a change in the current zoning of Commercial Business (CB) to Planned Development (PD) of the 6.47± acres property generally located at the north east corner of FM 2551 and West Lucas Road. [Lucas Town Crossing]

 

Consent Agenda

The Consent Agenda is used to increase the efficiency of time. All items listed under the Consent Agenda may be considered by a single motion, second and passage by a majority vote of the Council present at the time of consideration. Any member of Council may remove an item from the Consent Agenda prior to a motion to act upon the agenda.

 

9) Consent and approve the minutes from the March 1, 2007 City Council Regular Meeting and March 15, 2007 City Council Workshop Meeting.

 

10) Consent and approve an Interlocal Agreement between the City of Lucas and Seis Lagos Utility District regarding Fire Protection Services.

11) Discuss and Consider the Developer’s Agreement between the City of Lucas and Bighorn Development for the proposed Lucas Farms development on Stinson Road.

 

12) Discuss and Consider the setting of a date, time, location, and format for “Meet the Candidate”. (Zriny)

 

Executive Session

The City Council may convene in Executive Session in accordance with the Local Government Code. All decisions regarding the discussion of the Executive Session must be made in Open Session.

 

13) City Council pursuant to §551.072 of the Texas Government Code may convene into Executive Session regarding the purchase, lease, and sale of property.

14) Take any action as necessary from the Executive Session.

 

Routine Business

 

15) Discuss and Consider items to be placed on a future agenda.

 

16) Adjournment.

 

As authorized by Section 551.071 (2) of the Local Government Code, the City Council may

convene into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney regarding any item on the agenda at any time during the meeting.
