The Mayor and City Council invites citizens to speak on any City
business item. In accordance with the Open Meetings Act, comments of public
interest will be heard, but no action may be taken by the City Council other
than to refer the item to a future agenda. Please complete and submit to the
City Secretary a “Request to Speak” sheet prior to the meeting.
1) Citizen’s Comments.
Public Hearings
The Public Hearing agenda is provided for the purpose of allowing
citizens to ask specific questions regarding only the subject posted for the
Public Hearing. Generally the Public Hearing is required by State Law and a
record of those attending the Public Hearing is maintained as part of the
official record of the proceedings.
2) Public Hearing/Discuss and Consider an
application request by New Lineage
Custom Homes, LLC, for the rezoning of an
AO/R-2 16.30 ± acres tract of land to
R-1.5 situated in the Calvin Boles
Survey, Abstract No. 28, Collin County, Texas,
said tract being all of a tract of land
described in deed to Madawg Productions,
Inc., as recorded in County Clerk
Document No. 20071212001651360, Deed
Records Collin County, Texas commonly
known as The Ranch at Pecan Grove.

Consent Agenda
Items placed on the Consent Agenda are considered routine in
nature and are considered non-controversial. The Consent Agenda can be acted
upon in one motion. A majority vote of the Council is required to remove any
item for discussion and separate action. Council members may vote on any single
item without comment and may submit written comments as part of the official
record.
3) Consent Agenda:
a) Approve the minutes from the March 6th Regular and March 20th

b) Discuss and Consider

4) Collin County Commissioner Joe Jaynes to present a check to the City of

6) Discuss and Consider the approval of a
resolution of the City Council of the City of Lucas, Texas, canceling the May
10, 2008 General Election for City Officers and declaring each unopposed
candidate elected to office; ordering the posting of this resolution at each
polling place on Election Day; providing that this
resolution shall be cumulative of all resolutions;
providing a repealing clause;
providing a severability clause; and providing an
effective date. [Wingo]
7) Discuss and Consider
the approval of the Election Judge, Alternate Election
Judge, and Election
Workers for the May 10, 2008 Special Election. [Wingo]
8) Discuss and Consider
the approval of an Alternate Municipal Judge.
9) Discuss and Consider
the approval of an ordinance of the City of
Chapter 8, “Offenses and Nuisances” by
adding a new Article 8.05 titled
“Noise”; providing a repealing clause;
providing a savings clause; providing a
severability clause; providing for a penalty; and
providing an effective date.

10) Discuss and Consider
the goals and objectives of the City Administrator as per Section 5. Performance Evaluation of the city administrator contract.
Executive Session
The City Council may convene in Executive Session in accordance
with the Texas Government Code. All decisions regarding the discussion of the
Executive Session must be made in Open Session.
11) City Council pursuant to §551.071 of
the Texas Local Government Code may
convene into Executive Session regarding the
litigation between John Spencer,
Matt A. Freeman, Mary J. Freeman ET AL
and the City of
Lagos Utility District.

12) Take any action as necessary from the
Executive Session.
13) Adjournment.
As authorized by Section
551.071 (2) of the
convene into closed Executive
Session for the purpose of seeking confidential legal advice from the City
Attorney regarding any item on the agenda at any time during the meeting.
