Notice is hereby given that a Regular Meeting of the City Council of the City of Lucas will be held on Thursday, October 4, 2007, at 7:00 PM at the Lucas City Annex, 185 Country Club Road,

Lucas, Texas, at which time the following Agenda will be discussed.

1) Mayor Carmickle to make welcome Paul Catoe, City Administrator.

 

Citizen Input

The Mayor and City Council invites citizens to speak on any City business item. In accordance with the Open Meetings Act, comments of public interest will be heard, but no action may be taken by the City

 Council other than to refer the item to a future agenda. Please complete and submit to the City Secretary a “Request to Speak” sheet prior to the meeting.

Public Hearings

The Public Hearing agenda is provided for the purpose of allowing citizens to ask specific questions regarding only the subject posted for the Public Hearing. Generally the Public Hearing is required by State  

Law and a record of those attending the Public Hearing is maintained as part of the official record of the proceedings.

 

4) Public Hearing/Discuss and Consider an application for zoning of 41.91± acres being all of the certain lots, tracts or parcels of

land situated in Collin County, Texas, a part of the John W. Kirby Survey, Abstract No. 506, and being the property as described in

volume 1079, page 803 and volume 1032, page 736 in the office of the recorder of Collin County, Texas. Also including: A part of a

certain lot, tract or parcel of land situated in Collin County, Texas. A part of the John W. Kirby survey, abstract no. 506, and being a

portion of the 12.927 acres recorded as instrument number 95-1020000789300 in the office of the recorder of Collin County, Texas.

Also including: A part of certain lots, tracts or parcels of land situated in Collin County, Texas. A part of the John W. Kirby survey, abstract

no. 506, and being a portion of lots 1R and 2R of the replat for the Cox-Cranfill addition recorded in the office of the recorder of Collin County,

Texas. Applicant Ryan Betz of Betz Company is requesting the zoning change to Residential One Acre (R1) from the current zoning Agricultural (AO).

The property is generally located at the northwest corner of Forest Grove Road and County Road 321. [1st Public Hearing was held at the

Planning & Zoning Commission Meeting, September 13, 2007]

 

Consent Agenda

Items placed on the Consent Agenda are considered routine in nature and are considered non-controversial. The Consent Agenda can be acted upon in one motion. A majority vote of the Council is required to

 remove any item for discussion and separate action. Council members may vote on any single item without comment and may submit written comments as part of the official record.

 

5) Consent Agenda:

 

a) Approve the minutes from the September 6th Special, September 6th Regular, September 17th Special, September 20th Workshop, and

September 24th Special Meetings.

 

b) Approve a Resolution for the changing of authorized signatures for American National Bank.

 

c) Approve a Resolution for the changing of authorized representatives for Local Government Investment Cooperative (LOGIC).

 

d) Approve a Resolution for the changing of authorized agents for Lone Star Investment Pool.

 

e) Approve a Resolution for the appointment of Dana Huffman as Municipal Judge for the City of Lucas.

 

Regular Agenda

 

6) Discuss and Consider the approval of an Interlocal Agreement between the City of Lucas and the City of Wylie for the purpose of providing

animal control services.

 

7) Discuss and Consider the approval of a resolution regarding the City of Lucas’ support of the Collin County Bond Election.

 

8) Adjournment.

 

As authorized by Section 551.071 (2) of the Texas Government Code, the City Council may convene into closed Executive Session for the purpose of seeking confidential

legal advice from the City Attorney regarding any item on the agenda at any time during the meeting.
