Notice is hereby given that a Workshop Meeting of the City Council of the City of Lucas will be held on Thursday, October 18, 2007, at 7:00 PM at the Lucas City Annex, 185 Country Club Road, Lucas, Texas, at which time the following Agenda will be discussed.

The Mayor and City Council invites citizens to speak on any City business item. In accordance with the Open Meetings Act, comments of public interest will be heard, but no action may be taken by the City Council other than to refer the item to a future agenda. Please complete and submit to the City Secretary a “Request to Speak” sheet prior to the meeting.

3) Discuss and Consider future water improvement projects.

 

4) Discuss and Consider the approval of a cost sharing with Collin County for road improvements for County Road 303, Aztec, TRL, FY 2007 with an estimated cost to the City of Lucas being $6,420.

 

5) Discuss and Consider the approval of an agreement between the Cities of Allen, Frisco, Plano and the City of Lucas for the use of the Allen, Frisco, Plano 800 MHz Trunked Radio Communications System. [Kitchens]

 

6) Discuss and Consider the approval of an agreement between the City of Plano and the City of Lucas regarding Fire and Emergency Medical Dispatch Services.

7) Discuss and Consider a proposed amendment to the City of Lucas’ Code of

Ordinance, Chapter 5, Fire Prevention and Protection, Section 903.2 regarding

automatic fire sprinkler systems. [Fire Department]

 

8) Discuss and Consider the request for budgeting critical improvements needed for City Hall submitted by the Advisory Committee.

 

9) Discuss and Consider the acceptance of Larry Essary’s resignation from the

Planning & Zoning Commission.

 

10) Discuss and Consider an amendment to the Interlocal Agreement for Placement of Roll-Off Recycling Container between the City of Lucas and Lovejoy ISD.

 

11) Discuss and Consider the approval of an ordinance of the City of Lucas, Texas, providing for the designation of the official newspaper for the purpose of publishing of each ordinance, notice or other matter required by law or ordinance to be published; and providing for revocation of this ordinance; providing for conflicts, severability, and an effective date.

 

12) Discuss and Consider an amendment to the City of Lucas’ Code of Ordinances, Chapter 7, Municipal Court, Article 7.01 General Provisions, Section 7.01.003 Clerk regarding the City Secretary serving as an ex officio clerk of the municipal court.

 

13) Discuss and Consider the approval of a resolution adopting changes to the Policy & Procedure Manual for the City of Lucas. [Peele]

 

14) Discuss and Consider an amendment to the Code of Ordinances addressing the role and responsibilities of the Mayor. [Peele]

Executive Session

The City Council may convene in Executive Session in accordance with the Texas Government Code. All decisions regarding the discussion of the Executive Session must be made in Open Session.

 

18) City Council pursuant to §551.074 of the Texas Government Code may convene into Executive Session regarding the responsibilities of the Mayor.

As authorized by Section 551.071 (2) of the Texas Government Code, the City Council may

convene into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney regarding any item on the agenda at any time during the meeting.
