Notice is hereby given that a Workshop Meeting of the City Council of the City of Lucas will be held on Thursday, December 20, 2007, at 7:00 PM at the Lucas City Annex, 185 Country Club Road, Lucas, Texas, at which time the following Agenda will be discussed.

The Mayor and City Council invites citizens to speak on any City business item. In accordance with the Open Meetings Act, comments of public interest will be heard, but no action may be taken by the City Council other than to refer the item to a future agenda. Please complete and submit to the City Secretary a “Request to Speak” sheet prior to the meeting.

Public Hearings

3) Discuss and Consider a public hearing regarding the petition filed by Spring Haven Investments, Inc.; Perigee Development Company, LP; Ryland Homes of Texas, Inc.; Weekly Homes, LP and the Rockland Farms Homeowners’ Association, Inc. requesting the City annex of the property hereinafter described. The property to be considered for annexation is situated in Collin County, Texas, and being 68.48 ± acres of land, in the Ann S. Hurt Survey, Abstract # 428 being all of that certain tract of land conveyed in Wilpat Real Estate Partners, by deed recorded in Volume 4699, Page 2471 of the deed of records of Collin County, Texas, commonly known as Rockland Farms. 5) Discuss and Consider a public hearing regarding the approval of a resolution of the City of Lucas, Texas providing for the Taxation of Goods-In-Transit as defined by Tax Code, Section 11.253; and providing for an effective date.

6) Discuss and Consider the approval of an ordinance of the City of Lucas, Texas

annexing the hereinafter described territory into the City of Lucas, Texas,

extending the boundary limits of the city so as to include said hereinafter described territory within the City’s limits, granting to all inhabitants and owners of territory all of the rights and privileges of other citizens, and binding the inhabitants by all the acts, ordinances and regulations of the City; adopting a service plan for the described territory; providing a repealing clause; providing a severability clause; and providing an effective date.

 

Executive Session

The City Council may convene in Executive Session in accordance with the Texas Government Code. All decisions regarding the discussion of the Executive Session must be made in Open Session.

 

7) City Council pursuant to §551.071 of the Texas Local Government Code may

convene into Executive Session regarding the litigation between John Spencer,

Matt A. Freeman, Mary J. Freeman ET AL and the City of Lucas and Seis Lagos

Utility District.

8) Take any action as necessary from the Executive Session.

 

9) Adjournment.

 

As authorized by Section 551.071 (2) of the Texas Government Code, the City Council may

convene into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney regarding any item on the agenda at any time during the meeting.
