Notice is hereby given that a Regular Meeting of the City Council of the City of Lucas will be held on Thursday, January 18, 2007, at 7:00 PM at the Lucas City Annex, 185 Country Club Road, Lucas, Texas, at which time the following Agenda will be discussed.

Consent Agenda

The Consent Agenda is used to increase the efficiency of time. All items listed under the Consent Agenda may be considered by a single motion, second and passage by a majority vote of the Council present at the time of consideration. Any member of Council may remove an item from the Consent Agenda prior to a motion to act upon the agenda.


            3) Consent and approve the minutes from the January 4, 2007 City Council Regular Meeting.

            4) Consent and approve an ordinance adopting and enacting a new Code of Ordinances; providing for the repeal of certain ordinances not included therein; providing a penalty for the violation thereof; providing for the amendment of such code; and providing when such code and this ordinance shall become effective.

 

Workshop Agenda

            5) Mayor Sanders expresses the City of Lucas’ appreciation to CM Tonda Frazier. Council to take a 15 minute break for refreshments.

            6) Discuss and Consider a Development Agreement between the City of Lucas and Soccer Partners, LLP located at 2190 W. Lucas Road, Lucas, Texas regarding annexation, Special Use Permit, and the development of a soccer complex.

            7) Discuss and Consider on a proposed ordinance limiting the distance sex offenders can live from a school, daycares, churches, parks or any area that children may gather. [Fisher]

            8) Discuss and Consider of the city’s animal control contract with NTACA to evaluate service provided and including the capture and removal of wild animals. [Frazier]

            9) Discuss and Consider on enacting or rewriting any and all ordinances that apply to truck parking, lighting, landscaping, retail store service hours, and any other pertinent ordinances for the purpose of regulating commercial businesses to minimize nuisance and negative impact on the citizens of Lucas.             10) Discuss and Consider on the Economic Development Committee. [Frazier]

            11) Discuss and Consider on placing lighting at dangerous intersections within the City of Lucas. [Zriny]

            12) Discuss and Consider authorizing staff to initiate a proposed text change amendment to the Zoning Ordinance regarding regulations for large scale retail commercial uses. [Carmickle]

            13) Discuss and Consider the process for recruiting and appointments to the boards and commissions. [Peele]

            14) Discuss and Consider authorizing staff to initiate a proposed text change amendment to the Zoning Ordinance requiring developers of large scale retail commercial uses to obtain and carry a performance bond to cover the demolition if vacated. [Peele]

            15) Discuss and Consider Council Directives to the Planning & Zoning Commission.

As authorized by Section 551.071 (2) of the Local Government Code, the City Council may convene into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney regarding any item on the agenda at any time during the meeting.
