Notice is hereby given that a Regular Meeting of the City Council of the City of Lucas will be held on Monday, August 21, 2006, at 7:00 PM at the Lucas City Annex, 185 Country Club Road, Lucas, Texas, at which time the following Agenda will be discussed.

Consent Agenda
The Consent Agenda is used to increase the efficiency of time. All
items listed under the Consent Agenda may be considered by a single motion,
second and passage by a majority vote of the Council present at the time of
consideration. Any member of Council may remove an item from the Consent Agenda
prior to a motion to act upon the agenda.
2) Consent and approve the minutes from
the August 7, 2006 City Council Regular Meeting.
3) Consent and approval of a resolution
of the City Council of the City of Lucas,
Texas, authorizing a $15 rebate to the
utility bill of each Lucas water customer that proves to the City that they
have installed a rain/freeze sensor on their automated irrigation system on or
before July 1, 2007 and providing an effective date.

4) Consideration/Discussion/Action of the
City of Lucas Wastewater Master Plan
and/or policies, as required by North
Texas Municipal Water District; and setting
the dates for the Public Hearings.
5) Consideration/Discussion/Action on the
language review of Ordinance # 2006-07- 00567 Chapter 6 Subdivisions and
Development Regulations, Section 6.042
regarding park sites. [Peele] (Discussion
on parkland dedication fees in lieu land
dedication at Council’s discretion.)
6) Consideration/Discussion/Action on the
Fiscal Year 2007 Tax Rate of .3750.
7) Consideration/Discussion/Action for
setting the dates for Public Hearings on the Budget for Fiscal Year 2007.

Consideration/Consideration/Discussion/Action on setting a dates and times for
the Breakfast Forums.
9) Consideration/Discussion/Action on
City Attorney services and attending all
Planning & Zoning Commission and
Board of Adjustments meetings.
10) Consideration/Discussion/Action on
training for board and commissions members to include Open Government Training.
11) Consideration/Discussion/Action on
the establishment of an Economic
Development Commission [Frazier] The
number of members, goals, objectives, and responsibilities need to be
determined.
12) Consideration/Discussion/Action on
sending a letter to subdivisions regarding the maintenance and upkeep of street
lighting.
Executive Session
13) City Council pursuant to §551.074 and
§551.071 of the Texas Government Code may convene into Executive Session for
the evaluation of City Administrator, Charles Fenner.
Routine Business
14) Take any action as necessary from the
Executive Session.
15) Discussion and consideration for
items to be placed on a future agenda.
16) Adjournment.
As authorized by Section
551.071 (2) of the Local Government Code, the City Council may
convene into closed
Executive Session for the purpose of seeking confidential legal advice from the
City Attorney regarding any item on the agenda at any time during the meeting.
